This picture shows me a Cessna Citation, which is a twin-engine executive jet. The fuselage is white, and there is a blue stripe printed along the fuselage. As I can see, this aircraft is parked at the apron, and the chocks are placed in the nose landing gear.
In the background, I can see that the sky is clear, and there are two FBO hangars, which are used to welcome passengers and park aircraft.
In front of the main focus, I can see the crew, one pilot, and one flight attendant, welcoming two ladies who are carrying their luggage.
It seems to be the boarding procedure in executive aviation.

Talking about what happened before this picture was taken, probably the aircraft was parked inside the hangar when the pilot arrived at FBO. Then, the pilot asked the company to start the aircraft preparation as refueling and cleaning. After that, the pilot started the cockpit preparation, and the flight attendant prepared the cabin to receive the passengers.

In my opinion, the two ladies will board the aircraft, the door will be closed, and the safety instructions will be given before taxing. Then, the pilot will taxi the plane until the holding point for the active runway for departure.

The flight attendants are responsible for providing information and guidance to passengers, conduct safety checks, and safety briefing.

I’m afraid I have to disagree because all crew members are trained continuously to perform the boarding procedures safely. Besides that, there are a series of check lists, memory items that pilots and crew members must follow to minimize potentially dangerous situations.
