Before the picture was taken, I believe the pilot intended to takeoff normally, but then he had a mechanical failure that causes this engine flameout.

I believe that next, the will be removed to the maintenance hangar. This aircraft will be out of service for some time.
Does poor maintenance cause an engine tailpipe fire?
It could be. However, an engine tailpipe fire could also be caused by flammable gases in the combustion chamber, which has no relation to poor maintenance.
